It was adapted from the Etruscan alphabet during the 7th century BC. Some languages use the standard 26 letters, some use fewer, and others use more. Similarly, V doubles as [u] and [w], and so U was created to denote [u] while V stood for [v] only. The use of the letters I and V for both consonants and vowels proved inconvenient as the Latin alphabet was adapted to Germanic and Romance languages.

The Latins also took Q and used it for their [kw] sound most likely since it already appears in front of V in Etruscan. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood. Such conventions were erratic for centuries. As you might have noticed, the classical Roman Latin alphabet only has what we called "upper case", or majuscule, letters.
